Microsoft confirmed this issue is caused by a licensing configuration error. The company explained the cause of the issue as follows: Thankfully, Microsoft blocked Windows 10 version 1903 on the affected devices. The company says that it is currently investigating the issue. Once the issue has been solved, the configuration error will not appear again. At the time of writing this article, Microsoft didn’t suggest any workarounds to fix this bug.
