KB4494440 known issues
As a matter of fact, Microsoft acknowledged a total number of four known issues that came along with KB4494440. Microsoft warned its users that they may encounter the error 2245 (NERR_PasswordTooShort). Notably, this bug causes cluster service to fail. This error message appears if you set 14 or more characters for the Minimum Password Length group policy setting. Moving further, the second bug is related to some specific operations that may fail to complete.
