Microsoft is saying that Skype issues on Windows 8.1 occur when the device has an Intel(R) HD Graphics 3000 (Sandy Bridge) graphics device. If you have set up Windows Update to download and install updates on Windows 8.1 automatically, then you probably already have it installed.
