More specificially, the latest Windows 10 v1607 update brings the following fixes:
The issue that may cause some devices running network monitoring workloads to receive the 0xD1 Stop error has been fixed, so this error code should be history now. The update addressed the issue with the DHCP Failover server that may cause enterprise clients to receive an invalid configuration when requesting a new IP address and thus lose their connectivity. The restart of the SQL Server service should no longer fail with the error, “TCP port is already in use”. KB4345418 also fixed the issue that occurs when an administrator tries to stop the World Wide Web Publishing Service (W3SVC). In other words, the W3SVC remains in a “stopping” state, but cannot fully stop or it cannot be restarted. Once you’ve installed the update, this problem should no longer affect your computer.

The Windows 10 Anniversary Update reached end of service
As a quick reminder, Windows 10, version 1607, reached end of service on April 10, 2018. This means that computers running Windows 10 Home or Pro editions no longer receive monthly security and quality updates to protect them from the latest security threats. As a result, the best solution is to quickly upgrade to the latest Windows 10 OS version and install the Windows 10 April Update.
