It seems that with KB4519338 Microsoft focused on improving security when using Internet Explorer and Microsoft Edge, as well as some improvements with username and password recognition. Additionally, the major update also contains changes for Microsoft HoloLens (OS Build 17763.806) released October 8, 2019.
