The reports suggest that a message appears on the screen advising you should reboot your system to complete the update process. Apparently, the system doesn’t detect the update was already installed on your system. It looks like a UI bug that came along with this release.
Quick workaround
Thankfully, this bug affects only some systems. Most Windows 10 v1903 users didn’t encounter similar issues. However, if you are one of those users affected by this infinite update loop, here is a quick workaround for you. Once the message appears on the screen, first you need to click the displayed button. Then the issue can be resolved by hitting the restart button. Moreover, you can move on to the second method if the problem is not resolved. You can use the Windows Update feature to manually search for new updates. You will notice that the restart message should be gone now.
Uninstall buggy updates
As a quick reminder, you can always uninstall the latest updates if you think that your system is not functioning properly.
