To be more precise, it is rolling out new hardware indicator flyouts that resemble macOS and iOS ones to all Windows Insiders in the Dev Channel. Microsoft has been for a long time updating some of its features to align with the Windows 11 design so it is no surprise that these new hardware indicators follow suit.
